Quasi-Governmental Organization’s Sustainable Management for Social Value Creation: From the Perspective of KOFPI’s CSV Activities

Abstract

KOFPI(Korea Forestry Promotion Institute) is a quasi-governmental organization which have received A grade for six consecutive years from 2015 to 2020 in the management evaluation of public institutions by Ministry of Economy and Finance. In addition, KOFPI’s ESG(Environmental, Social, Governance) activities are actively carried out in various fields, and they are evaluated as exemplary cases for innovation in public institutions. KOFPI is leading the social contribution activities of public institutions through various excellent examples of social value creation and these activities advance from the past one-way CSR(Corporate Social Responsibility) level to CSV(Creating Shared Value) approach. As a result of the case analysis, KOFPI have been carrying out a variety of social value creation activities in areas such as local community development, strengthening forestry worker competitiveness, providing forest information, expanding forest industry growth engines, and protecting climate and environment. In addition, various CSV activities such as utilization of unused forest biomass, recycling of forest waste, carbon absorption through overseas afforestation, efficient surveillance using drones and AI, operation of KS certification system in the wood and paper industries, operation of clean forest food and forest certification system, flexible working system, in-house energy saving activities were carried out, simultaneously generating social and economic values. The various projects that KOFPI is developing are building an ecosystem that has a virtuous cycle of self-sustaining thanks to the active participation of stakeholder. The case of KOFPI shows that the attitude of paying attention to social values in the operation of the organization is a major factor that leads to the success of the business by attracting stakeholder participation. In addition, this attitude can act as a driving force for not only realizing social value but also obtaining economic value through a new ecosystem according to the CSV model. In a future business environment where consumer expectations for corporate social contributions are increasing, quasi-governmental organizations' CSV approach could provide new insights applicable to general enterprises.
