Future Strategic Policy for Converging Industry Focused on Construction Project of Communication Network: Mixed Methodology of Q and Case Analysis

Abstract
The construction project of communication network is not limited to a specific business organization, but the government-level converging test-bed project which should link many industries such as network operators, common carriers, construction firms, energy corporations, urban planning & design agencies, and residential culture organizers. The domestic environment in this field has made a request for the policy guideline to illustrate the reputable direction for current issues including the selection of market participants, the intervention of interest relations, increasing values of core technologies, market revitalization and performance evaluation. This strategic policy guideline should provide the stakeholder of the corresponding industry chain with not only the motive of voluntary participations, but also logical bases for the shared growth and the effects of economic welfare. The study aims to explore the participants' requirements and propose the improved politic plans to satisfy all participants involving in the project. The investigation targeted to the chief working groups of main agencies involving in the project, and apply the Q methodology to identify their subjective opinions. The analyses identify three improved politic alternatives form the participants' perspectives: policy driven oriented, collaborative participation oriented, and business value oriented. Finally, the distinct global examples were examined and described based on the extracted policies. The results would be used as a market player-centric reference rather than policy manager-centric one in planning strategical policy.
