Comparative Analysis on Evaluation Needs of Stakeholder Groups for Structured On-the-Job Training Program in Small and Medium-sized Enterprises: Focusing on Theory-driven Evaluation Model

Abstract
The purpose of this study was to verify the evaluation needs of each stakeholder group(CEO,HRD Staff, SOJT trainer) through identifying priority of evaluation indicators for SOJT program evaluation. In this regard, a program logic model evaluating SOJT program was developed through analyzing documents and reports regarding 「SOJT support program for SMEs」 project implemented under the auspices of Korean Ministry of Employment and Labor and interviewing projects facilitators, HRD staff and trainers in SMEs. In addition, the survey was conducted with 307 trainees who attended the training program consisting of a series of several courses to teach how to implement SOJT in their organizations. Principal components analysis was implemented to verify the validity of program logic model developed for SOJT program evaluation. Borich's formula and Hershkowitz's critical function were used to determine priority of evaluation indicators from SOJT program logic model in terms of evaluation needs of stakeholder groups. The result showed that SOJT program evaluation model consisted of 8 evaluation criteria and 47 evaluation indicators. In addition, there were differences which be more concerned in each stakeholder group. For example, CEO emphasized ‘appropriacy of trainer's feedback’ and ‘propriety of evaluation method’. HRD Staff laid stress on ‘usefulness of problem-solving’. SOJT trainer set a premium on ‘trainer's will for performance improvement’.
